The language in Cleveland only applies utilities that are not individually metered, so if you have one water meter for a duplex/triplex for example.  

For apartments, you have to see what the competition is doing, newer complexes and luxury places have washer/dryer in the individual unit. 

Many of my friends and family are facing affordability issues and I wind up hearing ALL about it. 

Personally I love what you are capable of doing I am just not very good at it so I outsource to individuals likes yourself with right set of skills.What type of investing are you most interested in?
