After visiting the area, it felt pretty rough in parts, lots of streets look run down, though there are a few renovated homes mixed in.

I do believe the Tampa area is still pretty strong and can also be good for MTR as well as traveling nurses etc, depending on where you purchase.  

I'd call that pretty significant. 

They ended up doing a second appraisal which added $17K to the ARV (about $40/sq ft versus the $130/sq ft for the front house) which is pretty disappointing.
