My tenants stay for years with little effort on my part, but I do pick them carefully by meeting all of them face-to-face. 

Now both of them get this puzzled look on their face , I look at their car and see PA tags .

My post was in trying to think of ways to help those on the streets get into permanent housing and the hurdles that they face.  

I have the resources where I dont have to but if a cash cow just appears in my face I can work it for awhile until it gets on my nerves. 

The issue I, and many other folks living in expensive areas, face is the fact that it would take an insane amount of down-payment money to get started.There are many ways to be successful in this game.
