the mentality has not changed I bought my first foreclosure in the late 70s and hundreds of purchases since. 

It has not been well kept up, as the owner is getting old and has some health issues. 

He told us the same thing...he had health problems... 

Many leases do include a basic clause about maintaining cleanliness and sanitary conditions.However, If the mess isn’t causing damage or violating health/fire codes, it can be tough to enforce, but quarterly inspections are a good chance to bring it up casually and set expectations.

In other words, it’s property dependent and also dependent on the financial health of the company after the dust settles. 

Unfortunately, what propelled it back to health was World War II.

I disagree on point #1...I think there has always been the sales-pitch mentality....since the beginning of time.
