Cigarettes? 

Lets weed out the real dead beats and drug test them when they rush to the ER, or to get their unemployment check, ETC.I am all for helping the mother that has been abandoned by a dead beat with kids; so long as I don't have to support her cigarettes, booze, or other sins against humanity.

I also look inside their cars to see if they are messy or smoke cigarettes.

And oh by the way, it stinks to high heaven of cigarettes.

The tenants who live in the unit next to mine complained of an odor that smells like stale cigarette smoke in their apartment.
