Until you have restored utilities I would not let tenants back into LIVE in the apartments,, no plumbing,, that's gonna be a big Poop problem, and NO electric,, is gonna be a safety hazard and issue,, no smoke detectors..

Checking smoke  and carbon monoxide detectors annually which is owner responsibility in this state?

.- The re-inspection fee, if needed, is typically in my area the result of a listing agent not doing their jobs and double strapping the hot water heater, putting CO detectors in, or otherwise ensuring the property is in financeable condition on the day it is put on the MLS, with no blatant health/safety issues, etc etc.

Smoke Detector Checks/CO Checks every 6 months. 

-No holes in any doors, walls, or ceilings-Fire alarms and CO2 detectors in good working order-Lightbulbs working, and all light fixtures in good repair.

missed one over a smoke detector that tenant had taken down and set on side-table... it was literally within eye-shot...

@Chris Virgil-Stone The water stain and removed smoke detector are most concerning.

I don't know if you heard or know about the EMF building in Central sq? 

They have smoking/MJ detectors available, but I’m not convinced they are better than just good screening and monitoring.
