The lease should state tenant must keep clean, safe, and free from infestation, so hoarding and bed bugs would be a lease violation that you could probably serve notice on right now, without waiting til July, as long as the lease has those terms or the landlord/tenant act for your state requires it even if your lease doesn't state it specifically.

You have every right to enter that unit with an emergency, leaking pipes is an emergency and can turn into a bigger problem if not fixed, pest infestation, structural damage and mold. as the owner of the property its your responsibility to keep the other tenants safe as well.

Being fixed incorrectly is usually more expensive than having to fix a problem.The reason is I have to go in and UNDO a problem versus updating it.I liken it to when I worked on car audio.A guy comes in and I replace a radio that hasn't been touched.Test the wires and install.Another guy comes in and says radio needs work and I had it worked on but it's not working correctly.Go in and pull out 2 bags worth of wires running everywhere and takes me 3 times longer to fix.Does the place have a rodent infestation??

The seller advised me of issues she had been having with the tenant including having more pets than allowed which resulted in a flea infestation of the entire building.
