We must consider the fact that the opportunity that is within their backyard came about because of the relatively cheap land that could be acquired there by major industries/by major developers.So -  Company A finds suuper cheap land in/near City A.Company A builds a new location, bringing in X amount of "medium/high skill" jobsThe people who lived in City A are now next to fantastic opportunity for medium/high skill jobs.The people in City A have not had prior school investment from the cityThe people in City A have not had prior community investment from the cityCompany A, who benefited from the cheap land of City A, recruit employees from City BCompany A, invests in scholarship programs for schools in City B.
