I'm also in Chattanooga and have been eyeing a lot next to me that I'd like to do this with, but the owner is elderly, and her children just won't sell it, even though they have to drive from Cleveland to mow it.

At one 4 unit building with low rents, the agent suggested I could evict a handicapped, elderly tenant and move into their apartment.

Here in Maine, it routinely gets deep into the negative temperatures in winter, so lack of power/heat/hot water can quickly become a health and safety issue, especially if there are small children/elderly or those with health issues in the building.

Upstairs unit makes it tougher, won't get the elderly/aged, and being 3br it will attract the wrong kind but that's where I'd say efforts are best placed, screening for the right sec8 tenant vs a hipster young couple/group.

I am starting to plan for some new builds of 2 to 4 units for affordable housing here in Toledo (our city council is offering great tax deductions) but our market is huge right now for estates because we have a very large elderly population with kids inheriting houses and not know what to do with them.

Whether you hire a service will depend a lot on whether or not you already have someone you trust to plow and how many units you have, also if your tenants are capable of maintaining the exterior themselves (elderly/disabled tenants may have difficulty etc.)

I am seeing this issue most commonly with the solo non-team agents and many of the elderly agents also, maybe a slow year makes them feel like they are already retired.
