In case it helps, many home inspectors have non contact moisture meters, essentially infrared cameras that are tuned to spot moisture, but can really spot issues that otherwise go unnoticed

Since they don't communicate directly with the buildings department, even permitted work can go unnoticed until the property is put up for sale.If there was something opened in 2006 for work, you can go to the buildings department and review the permit to see if it was for the attic or something else.Either way, it's mostly a non issue.Buildings departments have hot button issues related to things like major work being performed without a permit.

I signed up for my high usage alert through the water company, the issue with that is it only sends out an alert on monthly usage... kind of pointless if the problem is going on for weeks unnoticed.

Example, the crawl space could probably be secured with a few dollars of chicken wire or a new latch and about 10-30 min worth of time, but could help you avoid a raccoon or possum setting up a nest or dying in there and stinking up the place(also costing much more to remedy than the latch) OR you may notice a plumbing leak when you secure the crawl space, that may have gone unnoticed for many more months eventually doing some real damage.

If you think that brokering securities, which a contract is, will go unnoticed where double closings do not, you are kidding yourself.
