The city I am in is attempting to achieve 300+ new units in the next 3 years and offering quite a few incentives.

Is that achievable? 

The only way to achieve a rate that low would be to stack so many points on the deal as to provide a yield high-enough to offset that for an investor.

That's it in a nut-shell, you give it a goal to achieve and it just does everything else itself.

Have someone stress test your goals and see if they are achievable the way you are "positioned".
