U my friend I will be 97% that this is a fake lender and will do the pump and dump advanced fee scheme that is so prevalent in the US Sand has been for decades frankly  my Dad warned me of these companies in the late 70s..

U dont.. or you find low balance first trust deeds to buy in the secondary market. or you find a good Broker in CA that does fractional loans and you can participate in first trust deeds that way..

ONe needs the license ( but no test required) U do need Insurance that you provide to the state and you need a BOND..
