I imagine that after this unsuccessful attempt at eviction, bad blood, bureaucratic targeting and threats to family you would be left with one thing: A bullet proof tenant which would change the control dynamic. 

But winning and collecting are 2 very different things, and when the guy doesn't own a thing of value, you can't get blood from a stone.

Tenants may not be aware (some are) but blood sucking attorneys are.
