Although the President can't snap their fingers and affect change, they are guiding the course.The CRA was put in by Clinton and led to a lot of the sub prime mess which was one of the catalyst .. of course did not help with wall st grading sub prime as the same risk factors as A paper :)  but CRA forced banks into known high risk lending situations.  

Also what in your data analysis led you to choose Omaha?  

Maybe try to reduce heat sources (turn off some electronics / get LED bulbs) or close some blinds if it's still too warm.

keeping it at 120-130 instead of hotter can really save as hot water heaters will be setting the cost for all your electric by demanding a certain wattage and if you can lower than even a bit it will really help. you also can check to be sure you dont have any leaks, use LED lights, etc,
