This was overturned in 2019 in Seattle, and it looks like other cities in Washington may be following suit.If the heat is not controlled separately and you don't have a separate panel (or sub panel) in each "unit" then what you have is an un-permitted dwelling unit.

@Darren Chang I just skimmed the code and It looks like there is an owner occupancy requirement for accessory dwelling units (as you mentioned you could in theory live in either).

If you were to move out, you would need to change the policy to a dwelling fire (“landlord”) policy. 

In the past when a young couple was looking for a home, the only thing they could afford was a so-called, dilapidated dwelling.  

Instead of dwelling on the negatives of school re-focus your attention on creating that "side hustle" business and finishing school.
