Even comparing rural developement like Henry talks about to development in a Urban or a large metro area is apples and Oranges.. many rural areas develpment can be as easy as deed descriptions and record and you created lots to the Developments I fund for instance on the West coast that take 2 years and hundreds of thousands just to get a preliminary yes..

Pretty big one took over a week to get it out thousands of acres burned. 2 more to the east of me a county over, and 1 west of me 2 counties over2022 hatcher mountain fire was pretty big and affected me almost took out my rental in wears valley. 2016 Gatlinburg (Chimney tops) fire burned a ton of land and buildings.
