It includes, among other things, a comprehensive map of the Cleveland area, grading each census tract from A+ down to F, using a consistent, objective and transparent methodology using publicly available data (not subjective and arbitrary), which should help to get some legit intel around the risk level of any given specific location to really help you see what you are getting into.

The most plausible is that buyer/OP is not with full comprehension of the contract entered, all the fine print probably somewhere around page 14 mid page where it reads "buyer owes seller his enduring human soul" or something to that affect, lol.

The 1 exception is when there is no payment, and that is a pure terms deal but most have no clue what those are or look like so I omitted that to save from muddying the waters of comprehension for most.
