Lenders publish rate sheets first thing in the morning, and sometimes there's a mid-day price change if there's enough mortgage bond movement.

Today I called a couple counties about their tax delinquent list and they told me the local newspaper published these lists in Feb/March.

I suggest you buy the Seller Financing book from First Tuesday, a publisher that specializes in CA continuing Ed here.
