Plus, the animals tend to scratch on walls and doors and dig all kinds of holes in the yard.

I'm not sure how the dust sample test works but there would still be lead paint hidden under other coats of paint.

I have dropped it $1125 and now considering dogs with a $40 animal rent.

I'm not referring to the learning aspect, but rather the attitude of treating your tenants like animals and basically providing a cinder block dwelling reminiscent of the prison at Abu Ghraib. 

Send a letter of noncompliance, give them proper notice, whatever landlord/tenant laws allow for fixing a break in lease terms, x days to have problem resolved and re-inspection date, and let them know that any cleaning or damage related to animal in house will be charged to them and not considered normal wear and tear as you have a no pet policy.  

Now if she has not paid yet, that is a completely different animal.
