I did all the work myself and ended up spending 21000 on total improvements.

Rents can be increased at least 20% within a year or so with some minor improvements. 90% listing on MLS I pass on because the numbers don't work within my price-range.

Make sure there is plenty of ventilation (fans, AC).

My lender is more concerned about the appraisal report which in many cases make the value subject to specific repairs and improvements( if the lender is selling to fannie and freddy).

My guess is that its price/rent ratio can't readily be improved, without risking higher vacancy rate?
