It does make it difficult when formulating your offer but a good buyer's agent can help guide you through things like looking at permits to see how old things like the roof, water heater, furnace, etc are.

Imagine blowing out a wall and not having a structural engineer sign off on it, no permit and no inspection inspection to make sure that it is safe and done according to the approved drawings.

And assessed value is less than FMV by more than 10% (at least they are in my area).I don't have experience with reassessments but I would think that if you pulled permits for a large reno then you'd get reassessed the next year.
