Ultimately as Owner of Record, you will likely be responsible for any fines or penalties since your PM apparently cannot handle the situation (or adequately screen prospective tenants).

I followed up on a few of the earlier ones and they made me kind of uncomfortable, as they would not subject themselves to any sort of screening processes, wanted to do business outside the platforms, etc.However, I am continuing to get more of these- and i am thinking that maybe just because these people are not native speakers (chinese i believe they mostly are) that maybe I am just misunderstanding them and/or miscomunicating andd it is possible they are legit?

Hi Sean – I do not believe there is any BBL available at the moment to operate a STR.The bill passed by DC Council was flat until DC Zoning could amend the zoning rules to define STRs and permit STR use in residential zones.

Then I pre-screen them by phone. 

Owners mistakenly ASSUME all PMCs offer the exact SAME SERVICES and PERFORM those services EXACTLY THE SAME WAY, so price is the only differentiator.So, the first question they usually ask a PMC is about fees - instead of asking about services and HOW those services are executed.EXAMPLE: PMC states they will handle tenant screening – what does that specifically mean?

.; how to analyze properties, how to engage in a strong due diligence process, how to screen tenants, how to manage the property, how to build a network of contractors, plumbers, electricians and other pros, how to manage the book keeping of the property, etc., etc., etc.

Now what my plan is will be to remodel the properties to a B Class property in which turn we will be able to screen our tenants properly who will take care of the unit and treat it as there own.

I don't have any personal recommendations, but I have some generic advice to help you screen whomever you find.Start by going to www.narpm.org to search their directory of managers.

We will update and upgrade once there is tenant turn-over (i.e. wainscotting, soft-close drawers and cabinets, shutters/blinds, screened-in porch, etc.) to match the final phase upgrades.
