I am not sure what the date is where they stopped putting tanks in the ground but I have looked at several houses where there were tanks in the basement though there was a decommissioned tank underground outdoors.

So i live in Lawrence County Alabama.. my dad couldn’t afford to pay to taxes on my grandmothers property for 2017 (she’s deceased, but his property) anyway.. he’s been in and out of hospital withh cancer can’t work (self employed, no health insurance) and i couldn’t pay it either... so scrimping and saving to get t back.. mean while the man that bought it in January-March at the sale has cleared off a lot of my dads personal property and been in the house which still holds all of my grandmothers personal items/furniture/pictures/ antiques etc... and is planning to have it logged off....can he do that ???

This is a general response, naming attributes, based on your post and what I would want personally:-Monitored, police response -motion sensors in appropriate areas-cameras both indoor (public areas)  & outdoors - motion activated, records to cloud, holds for minimum 48 hours, w/ audio capability-remote light switch control-remote alarm mode settings : on, off, at home-remote lock / unlock entrance-remote doorbell camera (service, delivery interaction)-temperature & flood sensors around appropiate areas-alert capability (various) set for your concerns-ample exterior motion dection led lighting, some solar powered lights that illuminate all night-phone app that you are comfortable usingThere are more attributes I would want but I'll stop here.
