Some REIA meetings might also have food if hosted out of a restaurant space.You can find some free ones with Meetup.com, but they aren't completely free because Meetup charges the host of the Meetup group monthly fees.

For the ARV I simply looked at the surrounding properties which ranged from low 200's to high 500's and did an average (not sure if there is a better way) The Max Allowable offer is slightly above the asking price, essentially making this a good deal.

A big part of it seems to be the UBER high utility costs in Spokane: water, sewer, garbage (and sometimes gas), which we've learned that most landlord bear as a cost of doing business.
