As to 2 or 3, I think any can be successful, but you can charge a lot more for a 3 and may have higher demand.

What I have seen work successfully in the past is to specify specific breeds which are NOT allowed, like Pitbulls, Rottweilers etc as they scare the other tenants and have an outrageously larger chance of biting or causing trouble.
