I was recently fined summons that a 4 family unit that was built in 1952 with 2 electrical meters must have 5 meters for each floor including a landlord's meter, 2 additional boilers, 2 water heaters etc...The strange thing is the home has been in the same condition since it was built, no modifications and the utilities have been in our the landlord's name for over 10 years. 

HOA covers Water, Sewer, Cable, Trash, and Community area and Tenet Pays electricity. 

It is now towards the end of January and he’s only demolished the third floor bathroom, installed new water and drain lines, and put a sub floor down.

I would recommend including or adding water/sewer backup coverage.

Many foundation problems have water as a root cause - be that infiltration in a crawl space, drainage around the site, cracked sewer line or water line.

There are signs of some water damage. 

As an example, a Hard Money Lender is going to check if the property is in a flood plain and force you to get the correct insurance.

If the water is warm, maybe it reduces the condensation.When the weather changes, maybe they turn off the hot water and turn on the cold water?
