Conduct Market research: population increase (+20% over 20 years), Median Household Income (+30% over 20 years), median household/condo value ( around 40% over 20 years), crime rates trending downward but not higher than 550, and lastly - Job growth in the past 12 months.

If the dilemma is bigger than simple then I find a way to make it right for all parties.Another comment- It is very easy to see low income students as victims that need saving, but for the most part there are way too many problems that need solving down to the main root problem which to me is familial culture and environment.

As for the vacancy, this part of Colorado had a 1.20% vacancy rate in 2016, 0% in 2018 and is trending the same in 2019, but it makes sense that I should be more conservative in my analysis.
