Only thing I would advise is be careful purchasing a property and allowing pst possession.Sometimes they can have time to rethink their decision and decide they no longer want to move.If you do want to buy it soon though, I would encourage you to impose some type of holdback of the money that they won't get until they are officially moved out.

I believe you can work something out with your cousins/siblings now, but i would highly encourage you to get an attorney involve and get it property documented and recorded.

I do think you may run into some issues by advertising you only want someone from Parma housing authority.I do know that a friend of mine advertised on GoSection 8 and Craigslist saying "Tenants with Section 8 Vouchers strongly encouraged to apply, I.E.
