At most I would allow a small dog (less than 25 pounds, full grown) and charge a pet fee (pet rent)

I like to do that too - it helps save you and your applicants time if they're not a good fit - for example, they have a pet and you don't allow pets or they want a 6 month lease and you only start with a 12 month lease. 

If you decide to allow it, I would add an addendum to the lease stating the rules and possibly getting a pet deposit.
