The basement is completely unfinished with just the utilities and foundation walls/cement floor.

Real Estate is cemented as "THE hedge against inflation". 

As a first timer, I'd avoid anything built before the 1960s that could have cement sewer lines, knob and tube wiring, etc.

Get some floor leveler/cement and do it yourself Then just do stained cement - easy, durable, looks good etc.

To remediate they excavated and dumped 5 cement truck loads of concrete into the hole. 

Then you have a huge reduction in cost when doing parking - gravel as a base over cement (like in a climate controlled facility).

(I don't recommend insulating the ceiling of the crawlspace--it will cause condensation and dripping.)Make sure there is some sort of vapor barrier on the floor of the crawl space--either thick plastic sheeting or cement. 

Took a while for us to get the Cement Pump truck to come pour (month). 

Block construction cement floors with the floors sloping to a central drain. concrete counter tops stainless kitchen cabinets boob lights and minimum windows by code .

This includes sewer, septic tank, fireplace (I had one recently that the mortar was closer to sand than cement), foundation (if there is any concern), hvac, roof (if there is any concern), permits, easements, etc.Checks are fairly cheap, repairs can be very costly.best wishes
