All communication uses the client as the middle man as the ethics of the profession prevent me from even acknowledging somebody is a client without a form on file.

There is no solving it.. back in the day the homeless were on the rails and where called Hobo's its a culture for many and now with drugs the way they are its gotten worse .. then add in all the people trying to help them and enable them to be homeless never going to change.. cant give free food  and clothing out to people that dont want to work they will just keep doing what they need to do to live and basically its a very lazy way to live.Our nation and leaders have forgotten the truth as old as time: Give a man a fish, feed him for a day.
