What to do with a realtor that only wants to present full price offers?
I have a friend that has been looking for a house. She has found 2 that she really liked but when she wanted to put an offer on them her realtor wouldn't. She said the sellers (of both different houses) had paid almost as much as the listing price so she needed to submit a full price offer. My advice was- get a new realtor. Am I giving her bad advice? The realtor is a family friend but business is business.

Get a new realtor.
Your buyer's agent can advise you if they think your offer is too low to be accepted, but if you choose to write the offer, it's their job to present it.
