1 year worth of gas bill

Hello,

I have a situation where my tenant ( Joe ) moved into apartment (A) 2 years ago, previous tenant from that apartment ( Christina ) moved out of that apartment (A) to my another apartment (B) , now Christina was supposed to cut off gas for apartment A and only keep Gas for apartment B . She ended up keeping both and kept paying for both apartments Gas bills

Question , is there any way to charge Tenant Joe gas bills for the last 2 years which is around 1100$

Joe new, he had to pay for gas and electricity . But never said anything

Christina is relative. So I would love to help as much as I can

Christina is the aggrieved party and as such would need to make legal claim against Joe. I think she would have a difficult situation in front of her. You can try to arbitrate it as @Nathan Gesner suggests to help out your relative, or just help her out with payment yourself and let Joe know he's going to hit the bricks when his lease is up if he doesn't pony up some cash for an honest mistake.
