If move in date is delayed, what costs do landlords cover?

I have a 3/2 house that I was updating prior to a new tenant moving in. My property manager got a lease signed before the contractor completed the updates. I was charged for hotel (2 rooms x 5 days) and a moving van to store their things for 5 days. At the same time the property manager still took the first months rent. Is this typically how this is handled?

If the manager did this without your permission, then the responsibility for those costs are his. If you told him it would be ready on [DATE] and then the contractors took longer than anticipated and that wasn't communicated to the PM, then you would take responsibility.
