When is a unit deemed vacant?

I have a section 8 tenant who has taken ownership of the utilities although it seems as if they haven't moved into the unit for close to a month. Is the unit considered vacant?

Have they signed the lease and started paying rent? I don't care if they move in the day the least starts or a month later as long as everything is taken care of according to the lease agreement.

If they set up utilities but haven't paid rent, then I would be concerned.
