Sub Metering in Cincinnati

I am investigating putting in sub meters in a four unit building for water. I would be separating the water lines but still have only one meter. Does anyone have any experience with this?  Is it worth outsourcing to a company?

Well I did it in a duplex

Which at the time had a section 8 price hill quality of tenants,

And surprise surprise the water bills cut almost in half,

Once we had a concrete way to show each tenant what is his usage and Bill him for it.
