Prospective Tenant background check

We did background checks of a few tenants and selected the best. One of the tenant that was not selected of asking for the report and send the copy of paystubs back in email. Is this required by law or safe to send for all applicants ?

I don't know PA law. When you run a credit/criminal background, the screening software should provide you with an Adverse Action letter that you can share with the applicant. The Adverse Action letter provides instructions on how they can obtain a copy of the report from the credit reporting agency. Example:
