Property Management, Tenant Seeking Rental Assistance

Hi! I've had a client buy a rental property recently and received this message from their new tenant 

"Goodmorning! I've been in the process of getting rental assistance for the past two months. Are you able to send me a formal demand for rent/eviction? So i get the rental assistance?"

This is in New Hampshire. I'm curious how everyone here would handle this? We have been told she wants to stay, though obviously she needs to pay to stay so we want to make sure the owner goes about this the right way up front.

No. I don't recommend falsifying documents so the Tenant can get rental assistance. She should pay rent. If she can't/won't, then you start the eviction process. In my mind, I'm getting rid of a bad tenant, not helping a bad tenant get "free" government money so they can afford to stay.
