How do you deal with HOA Vs. Tenants?

I got my first HOA complaint call today about my tenant. He had left 3 sofas outside in the yard of the townhome. After receiving the call from HOA, I called the tenant and explained to him about HOA and how to remedy the situation. He understood and will take care of it.

What if he doesn't comply and I get fined for it?  Do I pass it down to him with evidence?

Is there a way to inform tenants of HOA rules and regulations?

@Tuan Le In my contracts I name the HOA and link to their website for their CCR's (or you could print them and include in the contract). The tenant is definitely fully responsible for any fines that come as a result of their actions. I would give them a notice to change the terms of your contract (probably a 30 day notice in most states) that includes the CCR's and their responsibility to comply.
