Zoning, Codes, and Laws for Rentals in Baltimore City

Where can I read about the laws that apply to rentals in Baltimore City (in layman's terms)?  I'm about to purchase my first property and will need to do some renovation prior to renting it.  I'm looking for any information on zoning, building codes, etc.

I've noticed, for example, some multi-family units have stairs attached to top floors.  Is this a fire safety requirement, depending on the number of floors or height of the house?

@Nicole B.

For zoning issues you can call the Balt City zoning department or visit in person. They are one of the few City agencies that are actually helpful. As far as building codes, when you hire your Contractor he should be familiar with the rules. When he pulls permits, the City will send an Inspector to review the completed work. Any issues will come up during the inspection process. Leave it to the professionals to advise you.
