Giving my tenant 60 days ending the lease (month to month) Cali

I'm thinking of ending the lease with my tenant they're uncooperative on some of the issues ,Late rent, Utilities garbage didn't pay for a year even though contract states that they have to pay that .  If I do issue a 60 day notice and they decided to not pay the rent .Can I still do a 3 day notice pay or quit? on top of that?

Yes, you can submit a 60-day notice to terminate tenancy at the end of the lease. If any rent is due during the final 2 months, you can submit a 3-day notice to pay or quit, and file eviction after the 3 day expiration if you want to.
