Soooo,  Is there anything that gives a landlord a financial incentive to 'donate' a rental for a period of time to those left homeless due to tornado, flood, etc.?

A good deed never goes unpunished. You let someone stay in your rental for free - or at a steep discount - and they may still abuse the property and cost you thousands more.

If you want to donate to a charity, rent the property to a good Tenant and mail a check from the rent proceeds.
