I am adding another bedroom aprobably with a bathroom hoping to convert my house from a 3/2 to a 4/3. I couldn't find it online the maximum of tenants I can legally have in a 4 bedroom SFH. Any inputs?

You can check with the city. Some areas have restrictions on the number of unrelated people residing in one dwelling and they will specifically define what is considered a relationship. For a great example, do a Google search of "Fort Collins You Plus Two" and read about their occupancy limits.
