Basement fnishing-Permit issue

Hi I have a walkout basement , it's semi-finish, I want to finish it ..right now it's concrete floor, brick wall  I want to  do flooring , adding insulation on walls and roof and adding drywall also need to add some electrical switches/outlets and roof lights.

Just wondering do I need permit for this, property is in Bayonne, NJ.
