Tenant has 1 year old baby and wants me to put a lid to close toilet so baby cant put toys there. Is it really my responsibility?

 It's normal to have a toilet with a seat and lid. If yours doesn't, then I recommend you spend the $25 to put one on. 

If she's asking you to replace the existing lid for one that has safety features, like a self-closing mechanism, then that would be her responsibility. If she doesn't want the baby putting toys in the toilet, then she should close the door and keep the baby out of the bathroom.
