Am I obligated to change the locks after one renter leaves? An upcoming divorce/aggression is occurring.

Whether it is ever required, it is a must as you do not want the new tenant to ever say someone broke in and find out you did not change locks and it was a prior tenant. If its current tenants and one is getting divorced and the other tenant requested to change them, then that cost should be on them
