Wholesaling property with fire damage?

When wholesaling a property with fire damage who is responsible for obtaining the permits to repair the damage, the owner/seller or the buyer?

Perhaps, there's something I don't know here and I'm oversimplifying, but I'd say that the person who needs the permit is the person who needs to be 'permitted' to do the repairs. The buyer.

Generally the person who will be doing the repairs.

Assuming the buyer is purchasing the property as-is, the buyer is responsible for permits.
