I do this all the time. You need to be comfortable doing that though.

If you are not, then buy option period for $100 for 5 days. The point is you need to move quickly and be write a competitive offer.

@Rilwan Lawal I have seen similar quote of $170-190 per square foot with basic contractor grade finishes.

You need to narrow it down to your top 2 cities, then do the pros and cons and go for the city that matches your situation/life-style.

@Edward Adams Great step in the right direction.

I will suggest you get hold of a rockstar lender in Houston and they will be able to answer all these questions. Majority of lenders want the 6-months waiting period from the day you close on the property before you can do a "CASH-OUT Refinance" If you are not cashing out any money, you can refinance immediately. 

I have done this multiple times myself.
