i would just leave water heater unless it can be moved easily

most good electricians can use a fish tape or rod to pull new electric wires,most likely you will only have to do some patch work on sheetrock once they are finished 

we change water heaters for a box store in my job(just over broke)every day and nobody worries much about water location until you get into high end areas

i helped my parents do that 20 yrs ago when i was a kid 

they fixed them for about 5000 each and sold between 10-15k

in my area @Mike M. when i do a rehab we just plan on running new wire to recept. boxes and pull permit to this because it looks good when you go to sell house 

more and more buyers are looking to see if you pull permits 

last rehab we sold the buyer told me he was willing to pay more since he saw we pulled permits 

as far as water heater i would not worry about hiding it with a curtain rod 

it would not cause you a code problem in my area
