I thinks it’s a bad idea to get involved in tenant managing tour property. 

This is an interesting concept but I am not sure if the tenants will be willing to pay for deductible.

That's correct, you probably had an FHA loan, and one of the requirement is to reside in the property.

You can tell them to keep windows closed but that’s probably will not work since they are not paying for it.

Maybe the seller is not looking to fix stuff just wants to unload the property? Have them comedown on the price or put some funds in escrow for repairs. 

Is the landlord an LLC? Can the tenant have the landlords insurance to cover something?
